MANILA – A Bilibid inmate who is currently serving time for robbery with intimidation will be facing charges for frustrated homicide, attempted rape, and child abuse for the attempted rape of an 8-year-old girl just inside the comfort room of a Catholic Church in the state penitentiary’s maximum security compound.
The girl was visiting her father with the rest of their family when she was reported missing from 2 pm to 4 pm. She was later found without underwear, with a rope around her neck and her face full of bruises.
Justice Secretary Leila de Lima said the Bureau of Corrections (BuCor) is expected to file the criminal charges against New Bilibid Prison (NBP) inmate Norvin Domingo, 34, today, Monday.
The justice chief revealed the results of the medico-legal examination conducted by the National Bureau of Investigation (NBI) on the victim, who happens to be the daughter of Domingo’s gang mate in the Bahala Na Gang, ABSC-CBN News reported.
The Philippine National Police (PNP) conducted an investigation and it showed that there was no indication of lacerations on the victim’s sex organ, meaning, there was no physical consummation.
The assault came three weeks after a police raid of the prison found stashes of drugs, cash and guns – as well as sex dolls, a stripper bar and a jacuzzi – spread across an astonishing network of air-conditioned “villas” built for powerful crime lords.
One inmate, bank robbery gang leader Herbert Colanggo, had a recording studio in his villa, where he made a full album of love ballads.
Colanggo’s YouTube posts also revealed that he staged elaborate shows inside the prison gymnasium where he was cheered by crowds waving pink pom-poms.
The new charges against Domingo will extend his prison term of 4 years and 2 months to 8 years for the robbery with intimidation conviction.
